25 rows per page, newest first, with a keyset cursor bound to the filter set - a cursor issued for a different filter set is refused before any I/O rather than silently answering a different question.

Capture, catalogue and eligibility are three independent state machines and are never merged into one column. A session can be capture ended while its catalogue is still reconciling; one “completed” state would have to pick one of the three and be silent about the other two.

Declared and satisfied intent counts are shown side by side for the same reason: a single “artifacts” column would merge what was promised with what arrived.
